International Loans Management System.

This system allows loans management and administration according with the new international financial organizations methodologies, that ask the borrowers a detailed and continued planning of the activities supported by the funds received, not only from de accounting point of view but also from the real execution of the works, consulting services contracted, goods and services purchased.

This tool covers each and everyone of the requirements of these Organizations and is able to manage at the same time several projects in different currencies; these capabilities bring a better control over the projects to obtain a better use of the resources and at the same time counting with exact, trusty and timely information.

The system is based on the LACI methodology (Loan Administration Change Initiative) issued by the Financial Management of the World Bank. Such methodology, oriented to improve the effectiveness of the Bank and satisfy in a better way the needs of the borrowers, put special emphasis on the planning, making the loan disembursements in the project account according with what is scheduled to expend on the next trimester and not according with what was expended.

It provides exact and timely information about the resources and expenses related with the projects, allowing an efficient use of the said resources and only for the purposes to which the loan was granted.

At this moment, the SISAPI is installed and running on OSE, the water and drainage Government owned company, in support of the Project for the Modernization and Rehabilitation of the Water and Drainage Systems. It also runs on the O.P.P. (Government Planning and Budgeting Office) for the Public Services Modernization Technical Assistance Project and in the Ministry for Social Development for the Childhood, Adolescence and Family at Risk Project.

	Main Characteristics of SISAPI
	It has a multi-loan capability. You can work with several loans or budgetary funds and within each loan with several Projects at a time.
	It accepts multi-financing. You can work with projects financed by different financing sources.
	You can make the planning and follow up of projects and investments, in accordance with possibilities, priorities and objectives of your customer.
	It is multi-currency. It keeps the information in your National Currency, in Dollars and in any other currency.
	It allows planning on physical units. The ratio for the physical progress can be scheduled for each month.
	Financial planning is based on the physical planning.
	Security system with permissions by user and activity. It has a Log for data input and modification. It can work with thee input data confirmation levels.
